Laying a mooring on the Exe.

I want to move by boat closer to home and I can't get much closer than the Exe.
I have looked at buying one of the existing moorings contolled by the Powderham estate and although there are plenty available the cost seems high for what is basically a weight on the seabed attached to a bouy. Add in the one off registration fee and the yearly ground rent and I am looking at more than I pay a year for my marina berth in Plymouth, with its associated benefits of electric hookup, showers, pontoon, car parking, storage etc.
It it possible to pick a spot and lay my own mooring and pay rent directly to the Devon council?
Is there any other way to reduce the cost?
I understand that I could join the Starcross Yacht club as they have some moorings but they have a waiting list for the deep water ones which I would need (Fin keel draws 1.1M).
 
You'll be lucky.

The alternative to Powderham is the Lower Exe Mooring Authority, who charge you £20 for your application. You then have to wait... years. I have had an application in for two years and still nothing. You may be lucky, depending on your draft and if you are able to dry out but deep water moorings are very very hard to come by. Probably better off staying where you are.

I don't know anything about the Powderham estate, but there is quite a lot involved in laying a mooring successfully. My gear alone cost £300, but it is a fore and aft mooring, I used club barge to lay it etc......
If they lay it and service it for you annually, you can expect to pay a premium.

I cant believe that it is more than the cost of a marina berth, when I was there I got the starcross garage to lay the mooring which was £700 & if I remember the annual Fee to Powderham was only around £120. BUT a word of warning - I was just about to move for the winter berth but I lost my 30' Moody there during a really bad storm in September 2004, it can be very violent there in a south, south/easterly.

Deep water moorings are around £850 plus a total of £333 for registration and 1 years rent, total of £1183 plus any maintenance you need to do in the first year.
A year in our current marina berth is £1100, I know a mooring on the Exe will be cheaper in the long run but it seems you have to pay Powderham a lot of good beer money for a small bit of admin.
I was offered a damaged mooring which was basically a sinker with no riser or bouy for £500!
I was just hoping to cut out the middle men who seem to take a cut for little service!
