I know for sure if you charter a boat in the netherlands with an installed VHF Radio and there is no crew member with an operators licence ( marifoon certificat ) the VHF has to be removed. In theory!!!

Kiel canal without a VHF ?

Indeed local regulations at least in The Netherlands require to take off the VHF completely if you don't know how to operate even if you're just listening, that's not allowed.
At least I made some progress with Kiel canal I send them an email and a call, they explained that for vessels less than 20meters and draught less than 3 I can just go no VHF needed I can call the lock operator by phone to get instruction

By the way, the Kiel canal is not considered an inland waterway.
