When this subject has arisen in the past the view has been that the engineering of boats is pretty agricultural. Do them up as tight as you can reasonably get them.
We used as much torque as we could pull on a 2ft socket arm. One thing to bear in mind if you intend to give them a trial tighten; we found that one bolt which was in the autumn of its life had a neat twist just under the threaded part which clearly had been imparted to the bolt when I tried to tighten the nut several years earlier. What I was doing was twisting the bolt rather than tightening the nut. Mild steel bolts of course - doubt it woud happen with bronze.
Depends on the boat. We looked at an old Moody 35 which had been torqed up until the keel flange snapped. it was due to an uneven bed on the fiberglass which didn't perfectly match the keel flange.
