Keel bolt's heads and washers rusted (First38 )

Thank you all for your thoughts and experiences. Special thanks to the member that PMed the email of Beneteau customer service which promptly provided max/min torque values and the correct order for tightening. Finally I decided to avoid S/S and go like for like.
 
Just been Googling it and it seems you may be right. Found some USA references that say they are stainless steel but others that seem to show photos of carbon steel but not necessarily the same design. So I don't know for certain.
For info, my 1999 381 is carbon steel bolts, the idle twt that owned it before used to let the bilges be wet. They are now like they should be dry.However the heads and washers were rusty.I chipped them, applied rust converter and then hammerite, they arefine
