Neither, check your electrical system first.

If that doesn't work then send the pump to a Bosch service centre with experience of working on VP37 pumps attached to Volvo Penta engines. They can check that everything is working as it should and the cost should be under £1000.

It is always worth sending a pump to an accredited diesel service centre. They check the condition and the performance and calibrate as necessary and only charge for parts used. The cost could easily be a fraction of the cost of a new pump.
Google is your friend for finding one near you searching for fuel Injection servicing. I would favour the ones in an agriculture area over a sailing area as costs can be more realistic . The pump doesn t know the difference between a Gin palace and a John Deere tractor. Just different inner parts to suite the application. The magic name is what counts , Bosch.
The same applies to injectors.

It is always worth sending a pump to an accredited diesel service centre.
I would second that. I bough an Iveco engine Truck which was not running properly. I had a Garage look at it who diagnosed a faulty Turbo.
So after fitting the Turbo and spending several hundred pounds it was no different.
So I found a Diesel Service Centre and when I described what the symptoms of the engine and the type of pump they immediately said that that particular pump had four springs which get brittle with age and can break. (which of course the mechanic at the garage was not aware of)
They had a Service Exchange Pump in stock, took the truck there, next day collected it and it was transformed.

And there is Diesel Bob near Preston
Beware of Garages who say they do Diesels, without the test equipment they will only send it away.
(When in darkest France I needed Injectors checking and found that the French Diesel Service was using the good old (UK) Lucas Hartridge Test Equipment.
