It is always worth sending a pump to an accredited diesel service centre. They check the condition and the performance and calibrate as necessary and only charge for parts used. The cost could easily be a fraction of the cost of a new pump.if recon, what sort of cost should i expect ?

Neither, check your electrical system first.
If that doesn't work then send the pump to a Bosch service centre with experience of working on VP37 pumps attached to Volvo Penta engines. They can check that everything is working as it should and the cost should be under £1000.
I would second that. I bough an Iveco engine Truck which was not running properly. I had a Garage look at it who diagnosed a faulty Turbo.It is always worth sending a pump to an accredited diesel service centre.
