I don't necessarily disagree with that view, although I would want to make sure of all the implications first.

But its the tax raising potential that worries me!

If we accept that skippers have to pay & maintain a licence, does that mean that we will also have to get all pleasure boats licensed as well?
We have had this discussion I know, but what size boat? Does it only affect boats with an engine? etc. etc.
Also will any tax raised be ring-fenced to pay for lights/pollution control etc.?

Yeah but Julie, I hate to sound contradictory, but would any money collected be used for its intended purpose? Or would it just be yet another stealth tax?

Light Dues are a serious income earner from larger vessels and have existed for yonks.
There was statutory ammendment of existing legislation in 2002 which actually reduced the levels of charges:

The Regulations reduce the amounts of the annual payment for tugs and fishing vessels from £202 to £190, and from £21 to £20 for each metre of length in excess of 10 metres. Where instead of an annual payment, two equal payments are made, these are reduced from £114 to £110 (Regulation 2(a) and (b)).

The Regulations also reduce the amount of light dues payable per voyage in respect of ships other than tugs, fishing vessels and pleasure vessels, from 41 pence per ton to 40 pence per ton. They further provide that the maximum charge for such light dues will now be £16,000 per voyage (Regulation 2(c)).

The decreases overall represent in the order of a 5% reduction in charges. This has been made possible by the increased efficiency of the General Lighthouse Authorities. unquote

Believe it or not, leisure craft over 20 tons weight are rquired to pay £77 pa already!

But OzGirl, there is only licencing (for some, not all - I think in most cases raggies, and anyone elses boat that cannot exceed 10 knots or something under power are excluded unless a PWC or under 16 or something) and registration in Australia because you are known to have the greatest number of politicians per head of population than any other country on earth. Federal upper and lower houses, state governments, city councils, shires, etc, etc! Not only that but it is illegal not to turn up to vote for the critters as well (real politicians' law that is)!

What else are they all to do except make up stupid rules to make themselves look useful? Hearsay is that one is going to have to have a licence to drive a supermarket trolley soon in Australia - is that so /forums/images/icons/smile.gif?

You may wish to tell other forumites what the licence examination entails - just to show them that it is so trivial that it is essentially useless, nothing even close to the level of even the least demanding of the certificates they will be familiar with. Has it made a difference?

I think that the fears expressed by many are well founded.

I certainly hope so. I would definitely fail, and thus household shopping would become a no-no. But my dearly beloved, competitive so-and-so that he is, would persevere until he passed, not hearing the trap closing quietly behind him as he inherited a new domestic responsibility./forums/images/icons/smile.gif

The reason that we have so many politicians here in Oz is simple. It’s a sort of genetic modification/natural selection type of thing based on the assumption that if you have zillions of the buggers, sooner or later you must throw up one or two good ones. I must confess that so far this method has enjoyed only limited success!

Compulsory voting? Seriously, you ought to be congratulating us on that. Better a Government elected this way than one swept to power on a wave of apathy. Remember what happened in the UK in the 70’s when the unions were able to put a stranglehold on the country because only the militants turned up at union meetings to vote.

I think you miss my point on licensing skippers (which I wouldn’t limit to just powered craft). The key here is not whether the examination process is rigorous (altho’ I for one think it should be) but that if a licence is issued, then it can also be taken away, with draconian penalties for skippering a boat unlicensed. It is for this very reason that I understand UK authorities now acknowledge it was a mistake to scrap dog licences. They would re-introduce it tomorrow at, say, £20 a head (or should that be tail) if it were not for the loss of face involved.
