Just how big a problem are swimmers ? Kids

That appears to me (also not a lawyer) to say that access rights don't apply if you are sailing, or metal detectoring, or whatever, not that sailing or metal detectoring or whatever is illegal. You can do them, but they don't come with access rights.


I see it as meaning that you are not allowed to use the access land as a way to get into the water in order to swim.

Unless swimming from a boat or dropping off a bridge you will always need to use land of some sort to get to the waterway for the purposes of swimming in it.

I believe some of the swimmers claim the PRN applies to them as it does to boats however once a boat is on water it can stay there for an extended time. A swimmer will usually need to get out of the water from time to time and this is when they will come across the issue of not being allowed to because they are not legally entitled to use the land by dint of being a swimmer.

I think it could also be interpreted as you are not allowed to moor to the land in question as it mentions "vessels".


Same thing with paddle boarders. You can go on water but you can not use the land to access said water.


I can see why they put these things in. Without them some land owners would be reluctant as it would in effect turn their land into parkland.
