It's similar to 'Quality Assurance' policies in companies. They don't assure quality they simply allow a quick and easy way of identifying what went wrong, where and when. I suspect craft licensing won't stop the idiots but at least the authorities will be able to know who they are.The other day I saw multiple incidents of ribs coming dangerously close to swimmers, even accelerating while surrounded by swimmers. Yet all boat operators here are licensed and attended boat school.
More legislation doesn’t always mean more safe.

I remember once a crew of a superyacht yelling at me for causing a ripple in my little boat that was making their crystalware tinkle whilst at anchor. I thought ´bloody cheek’, have they any idea what it’s like to be in a small boat when a superyacht wake hits?We frequently see jet skiers in groups going past our moorings ,its noisy and annoying but not much else.
Somebody going too fast and too close in a "responsible persons boat", who no doubt has taken all sorts of expensive RYA skippering courses and knows lots and lots about colregs n stuff then goes past and all the boats are dancing up and down, cleats bring pulled out accompanied to the sounds of crockery hitting the floor.
Perhaps we need some legislation !
I Suspect I might know of one or two of those exact people you are talking about. Because they are the same ones who come past me.We frequently see jet skiers in groups going past our moorings ,its noisy and annoying but not much else.
