jigging for fish at anchor on on the morring - advice please

A skilled angler (even one skilled to comp crew level) could target bass pretty accurately, certainly inshore and in estuaries. However, the rules are also concerned with returning alive any bass caught accidentally.
 
As I said, I have no idea if it applies where you are. Here is a list of nursery areas.

I think one piece of advice given earlier is incorrect. As far as I know, it is illegal to fish for them from a boat, not just actually catch and kill them. It is also illegal to fish for ANY species using sandeel as bait in these areas. Now that is something to be careful of, because if you go in a fishing tackle shop they all sell blast frozen sandeels and being nice and clean, not like smelly worms, they might well be chosen by casual anglers!

Any suggestions on a type of bait that can be left aboard more or less indefinitely and used on the odd occasion that time and inclination turn toward fishing?
