No, the photo is of a fishing boat at probably flat out speed, having passed a boat too close. For some fishing boats ' work ' seems to include hassling yachts whenever possible, I have overheard them gloating as they pass rafted yachts in places like Poole & Weymouth creating all the wash they can, among other experiences so please don'tsay it doesn't happen.
