Hi my manual jabs co won't empty we have one that's for the holding tank and one direct to sea its this one is the prob when I push down the handle it doings back up, yes the valve is open

Blockage or restriction on the discharge pipework. You may even find the Joker valve has inverted through the back pressure.

If the switch lever is fully over and the seacock is open then either the seacock isn't really open or there is a blockage or the switch lever has broken. Start with easy bit and take the top off the pump to check the latter.

Is it the top pins or the bottom ones

Start with the top ones and check the operation of the switch over lever. If thats OK then undo the bottom and look at the joker valve - as Jon711 said, these can invert.

Yes. To OP: keep pumping that do-ing handle, lean right on it to overcome the resistance, and pressurise it up like a good 'un.
