Actually, I don't think the video comes from Italy: what's written on the cop jacket sounds Portuguese to me.

Funny idea, though a bit risky if the guy was not guilty and had legitimate reason to use the space just hadn't put his permit out! Though based on Brazilian humour, I'm not sure they'd be too worried...!!
