ISP for Europe and Caribbean

anybody got advice on a good ISP for Europe and Caribbean. You know the kind of thing, local numbers for cheap access ?

Many of the livaboards in Porto di Roma are on Vodaphone GPRS. They pay €20 per month and get data after 6pm every day and all day Sat & Sundays included in that. They pay for stuff outside that period though.
