Looks like general bilge crud to me.
Have you tried to rinse with a dock water hose .....? Looks like normal salt / muck residue on the outside .Any other opinions? Tomorrow is the D day...
Today was a very scarry day... after several tests in the rain, a couple of sunny days revealed this. In reality not as bad as it looks in this pictures.. but it looks to be inside the windshield LAYERS but i might be mistaken... any clue on how much does it cost to replace a windshield (for worst case scenario?...)...

I was not there but as far as i know, it was the engine room and deck but didn't finish the cleaning. The engine where not even started.what was being cleaned / how did it get into the bilge ?
You seem to spend a lot of time on a boat you don’t yet own. Cleaning it , shore power, fuel flow etc
