I remember reading another case where a jet-ski was not classed as a vessel because it was not capable of navigation and unfit to make a seagoing passage.
My opinion:
Boolx of course it is a vessel. It must display the lights prescribed by the COLREGS at night for a PDV.
I also know people who nip across to france from the Isle of Wight for lunch on a jet ski. Try asking your average YBW member who owns a 26ft boat he would say ooo that's much too far.

(a) The word “vessel” includes every description of water craft, including non-displacement craft, WIG craft and seaplanes, used or capable of being used as a means of transportation on water.
