Not a hard thing to do with modern tech.
I have a "single chip" vhf Chinese radio and it can connect to a Bluetooth headset profile. All the phone has to do is to provide this profile and some tuning control (serial USB) and your in Business. My laptop already tunes my other radios via serial control and ethernet. All simple single chip solutions.
