Can someone please tell me what the letters, or flags, W A Y means.

three flag IC hoists are now generally restricted to Medical meanings, with M as the first.

Where did you see the hoist, and who was flying it ?

According to http://www.dr-belair.com/dic/Defence/Sea-Forces/Sea-flags/ICOSbook.pdf it is an icebreaker signal, asking to repeat word or group after "Y" ..

Might be a military signal?

Ahh, the old "bunting tossers" have a code of their own sometimes.

I think the Grey funnel fleet usually uses a different set of codes and when they do use ICoS code they prefix it with Interco (or CODE flag), .... but I may be completely wrong

That was certainly the case when I served. Two different books.
