I am having trouble finding a presssure relief valve for the water heater, there are plenty of tank mount and ones suited to rigid pipework, What I would really prefer is an inline version for flexible hose.

Also where to vent the excess? Back to the tank (must have tank valve open..) Into the bilge or .......

I had difficulty locating a replacement for my HR valve which is in-line and includes a non-return valve. It apparently comes from Italy and my agents found one for me. At the moment it is sitting at home and I won't be there for a couple of months but if you like, I can try to identify it when I see it.

Standard 1/2" BSP PRV with the pressure rating of your choice mounted on a 1/2" BSPF Tee with a hex niple and a couple of hose tails for the flexible pipe will do the job. The whole lot shouldn't come to more than about £15 - £20. Vent to the bilge or a skin fitting.
