Injector cleaner before or after fuel filter replacements

I am thinking of adding an injector cleaner in my tank.
Is it better to add it before or after replacing the fuel filters? Does it really matter? My guess is probably before just in case any dirt ("debris" is the word?) in the tank come loose so will be captured in the filters.

Does injector cleaner actually do anything?

I've used it on my car once when it was running a bit rough as I was given a bottle for free although it didn't make any difference as it turned out to be something else causing the problem.
