Hope this self bailer never need replacing...

Angle grinder or Bosch multitool will do it. Better to have it fixed and leak proof. You should always use a combined adhesive sealant on very flexible surfaces. You cannot just rely on a flexible sealant plus a fixing at each corner - no matter how tight imho.

Thanks for the advice everyone... epoxy with a binder seems to make by far the most sense.
I should add that the inside of the dinghy cockpit is self-draining, there is no need for the actual bailer placement to be 100% watertight, it is the leaking between the two mouldings that is the problem. So I am not inclined to weld the bailer onto the hull with sealant because a) these cr*ppy plastic bailers will need replaced/serviced every few years, and b) it isn't necessary for the bailer/hull joint to be all that well sealed.

I would check first that the epoxy isn't going to react with the foam and cause more problems.

Syringes, by the way, are much cheaper at agricultural suppliers. They will also stock bigger ones which can be handy for this kind of job.
