see the other threads on the subject for the responses so far. There is a good on on PBO forum on the MCGA response saying they will not be applying these regulations to pleasure boats

Er, not quite. I think you will find that you will have to report major 'accidents' or 'incidents' whatever they might be, but a dinghy capsize during a race is reckoned to be non reportable. The RYA has taken the Govt to the High Court to seek a declaration that the regs are illegal because they were not consulted, which the Govt has a lawful duty to do. Watch the RYA web site daily for further news.

Read the thread, dont know why I did not see it first time! However, I am not encouraged. The regulations were introduced without consultation and could be used by anyone, the other thread seems contradictory? What if I accidentally sailed at 6.1kts above Hythe Pier, I have broken a ABP regulation and should therefore report it?! They ignore them in practice, particularly if it is a PWC, but could get nasty. It seems the days of the Coastguard being a friendly helper are gone now that they have been lumbered with an enforcement role as well.

Well it seems coastguard and MCGA will not be enforcing this, and RYA seem hopeful they can have it overturned, so I'm not worrying unduly unless updates suggest things are not turning out that way. In the meantime I'm going to ignore it, unless I have a serious incident, which I probably would have reported anyway for insurance reasons

Yea but where is the line drawn to what is reportable and what is not ??? It aint no good the MCA saying they are not going to take it too seriously unless they are prepared to "mark out the goal posts" . Its got to be all or nothing and not open to interpretation( is that spelt right??).
