Imperfections on Topsides

My new boat has some quite distinctive blemishes in the topsides and rudder - almost as though something (e.g a fender) has rubbed through the gelcoat?
These blemishes are a different colour to the topsides and are not polishing out.

Any suggestions as to how I can restore this?
I don't want to paint the topsides, as they are still in reasonable condition
I am tentatively looking at vinyl wrap, but think it will be cost prohibitive and am not convinced it would stand up to fenders etc

It's certainly a funny colour. I can't see that there is much to lose by being very aggressive with it, say rubbing compound, or even sanding a section with 1200 wet and dry. Painting is going to be needed some time anyway, if you want to keep up appearances.
 
Are you quite sure the main colour is gelcoat and not paint? The underlying blue looks very like the sort of aqua blue gelcoat quite popular in the 1970s/80s with some builders that went dull/chalky/faded fast, so most boats with that colour gel have mostly been painted by now.

The underlying colour is light green - hard to tell from the photos
The main colour is definitely gelcoat - although there are areas that appear to have paint (starboard edge of transom, presumably to cover over a repair)
 
Looks like an early Fisher 25 and there are several which were produced with a turquoise gelcoat. I suspect the dark blue/black colour is paint and the original gelcoat is now showing through.

The main colour is dark green, the underlying colour is light green
