Illegal mooring in Richmond Upon Thames- new bylaw.

About 40 boats requiring a pump out (on average) every couple of weeks. That's just under £10,000pa in lost revenue, times 9+ years, plus lost revenue in fines for illegal discharges minus legal costs. Too late for the office boys at the EA, as the council have dealt with it. Without consulting river users and to our detriment.

Sounds like an awful lot of poo to me :)
 
As with everything legal - you need proper reliable evidence that will stand up in court.
EA have to be on hand when the effluent is chucked overboard.
Even if they did night time patrols - for which there's no funding - you've got to catch the offender 'at it'.

Perhaps we need a change to the rules for boats on the river.

In Spain (so I'm told), boats with a holding tank have to be able to provide proof when asked that they have recently had their holding tank pumped out and the marina issue you a certificate after they have pumped it out for you. Not sure how that works for boats that go out to sea and then discharge overboard, or those with Elsan porapotties but its an interesting idea. The authorities don't need to catch them in the act of dumping it overboard (which is never going to happen), just ask for proof that they've been doing things properly.
