After a short bedding in period the scene would settle into three main groups.

Them that made suitable arrangements to save themselves.
Them that moderated their behaviour/ sailing area to reduce risk
Them that was dead.

Clearly some would be fortunate enough to be rescued by others in a random way but thats more or less how it would end up.

We could get rid of the radio check at the same time as it would seem even more pointless than it does now.

The longer pockets would also do well - in the USA companies operate to Tow you home at a pretty huge price - certainly Spain and I think France if it is not life threatening they send out commercial 'tugs' to get you back.

In most places if it is 'life threatening' the Navy or Coastguard will come out and save your life but are not too interested in saving your boat... concentrates the mind on wether you really do need rescuing or just a tow which seems to take up quite a lot of RNLI time .......
