Identify the antique tech...

Can't find an exact match, but the wording top-left looks like it might say "Tideclock". The relatively large number of buttons implies that it's not something simple like a speed or depth display.

My guess is that it's a sort of automated tide table.

Whatever it is it won't be worth much and probably not supported so shouldn't really come into the question of is the boat worth it or not other than you might have a hole in the GRP to fill.

Loads of people make things called "tide clocks", but I can't find any suggestion that the Prosser one mentioned in that thread has anything to do with the unit in the OP's image.

It is indeed a Prosser Tide Clock. They were on sale around the turn of the century for £160

It displays the time of day, current tide height and flow direction for the port selected, The time relative to HW can also be selected for use with tidal stream charts. Data for up to 500 ports is pre-programmed into memory. Tides for any date in the future are displayed by either stepping through the next high and low waters or by scrolling through the tide height information. Tidal information is computed from astrological constants and shallow water corrections for each port. The water height at any state of tide is automatically predicted for all the available ports. Operation can be from a 9 v battery or external 12 volt DC supply, the clock uses an internal battery with five years life

Brilliant!

Wasn't worried about value, just usefulness which if it works it will be. Saves filling holes too.
