From your list above you may have to prioritise requirements and possibly be prepared to make compromises somewhere, as the more boxes you need ticking the narrower the search, but if some "needs" are nice to have you may have a broader target

just one question though, do you know for sure your lads will like boating - and in the sea - as the smaller the boat the more "interesting" (fun?) it becomes, but depending on the boat, state of repair and experience of the skipper, interesting could turn dangerous quite quickly

on another tack, my insurance stipulates that when we go out there must always be a skipper plus at least one "competent crew", on board otherwise the insurance is invalid. Definition of competent crew is not clear but GJW said that they can be either RYA certified (so to speak) or qualified by experience. Not sure if that is an easy one for you to achieve bearing in mind your circumsatnces ?
 
Andy makes a good point. Being effectively single handed is entirely possible but it can be stressful and that's not the way to enjoy boating.

The biggest problem you might budget for is engine replacement, I think.

Something like a Merry Fisher (already suggested) might well suit you. There are several on Apollo Duck in your price range. Don't know their specs regarding heads, though.
