You can use the public mooring buoys at Mahon for 12€ per night out of season and €18 per night high season (2007 prices). The Isla Cristina berths were 50€ per night (high season).

They do take bookings so its not impossible to base a boat there----just difficult!!
You could also try Pedro's boat centre at the head of the Cala.
tel 971 366968 also Club Maratimo and Port d'Hivernada are possible
Check out the Imray Balearics Pilot for some other options.
You may have better long term prospects at Fornells or Cala
Addaya on the north side.

Swinging moorings in Mahon are administered by Ribera del Puerto as are the moorings on the "islands"-+34971354844, ribera@riberadelpuerto.es and they are available. Port d'invernada is now Marina Menorca where permanent berths are available and the Club Nautico has recently lost their berthing concession and these are now administered by Trapsa Yates of Majorca. Pedro does not seem to have any buoys in Mahon.
Ribera del Puerto are a bunch of sharks and will do little to help you as we found in the summer.
If you go to the Port Captains office next door and enquire quietly and nicely, I'm sure they'll let you know what the state of play is concerning moorings, they are responsible for them but don't administer them (I got the distinct impression last year they were not impressed by the way things were run bu Ribera, but they don't want the hassle of administering the moorings.). Then you can go to Ribera del Puertoo and ask them pre-armed. Be aware that Ribera del Puerto aministers all moorings in Mahon that are not administered by the clubs and small private marinas like Sunseeker and Fairline etc.
The Real Club Nautico Mahon are very reasonable out of season - we were told around 200€ pm for a fully serviced berth (11m boat) from October till June, during the season we were quoted anything from 86€ per night to 120€ per night. We met two couples who lived and worked in Mahon who used this system i.e. they used the club mooring during the off season and went to anchor in Cala Taulera (a nice bomb proof anchorage near the mouth of the harbour) during high season.
If you ask the locals you may find a mooring around the Es Castel area but I wouldn't hold my breath.
