No. It would appear that the insurance companies worldwide have agreed a maximum payout to keep down insurance costs but I have never heard anything about this. Also if this is the case it could be the end of the pier and the ferry.

that would help ... alternatively sink the pier which was what the dredger was trying to do ...

Unfortunately with a 50' gap the tracks also fell into the sea, so the short answer is yes!
