I asked a couple of days about loss of fluid in an elderly Wagner steering system, and received a number of posts.
I also emailed the manufacturer, Wagner, in Canada. Less than 24 hours later , a reply from Aaron Bruce, the Marketing Manager.
"What is more impressive to me is that we stopped making the A-W pump 25-30 years ago. There is little or no documentation left on these old pumps so that is why you cannot find anything posted online. Look at the 701 series information as these are the closest pump to the AW.
The recommended fluid is Hydraulic Oil Viscosity Grade 10 or 32. It does not matter what brand as long as it is hydraulic oil and viscosity grade 10 or 32.
I should mention a something I get out of your email. Make sure that the present fluid in the steering system is hydraulic oil. If it is not, then drain the system and flush it out. Then refill with hydraulic oil. Many people try to use ATF or Brake fluid and these oils increase the wear on the moving parts as well as erode the seals.
Just to give you a quick heads up the only part that is still available for these pumps are the seal kits.

Seems that this company believes in customer service. If I have to replace the pump or cylinders, they will be my first choice of supplier.
Perhaps the warnings about use of the correct fluids may be useful in preventing damage and corrosion in other Forumite's steering systems.
