Hurley signet seacock

Hi I've purchased a signet 20 and spent the weekend jetwashing it...the cockpit filled with water and so I went below and noticed 2 seacocks I've turned the both and only 1 seems to drain very slowly ...are they hard to replace or am I just better shutting off totally...also whilst under the cockpit I noticed there was no bildge pump should these have one and is best place to fit it

Probably blocked with stuff.Is there actually a sump in the bilge to collect bilge water if there is arrange the pump maybe in the cockpit or cockpit locker with the out let high up on the topsides

Looking for a suitable outboard for the boat I've read that the boat weighs 2300 lbs and a calculation says 1 hp per 500 lbs of weight should be enough giving a 4hp outboard does that sound about right for a 20 ft boat being used at sea

A pal of mine has a Signet 20 and uses a 5hp 2-stroke, but 4hp would work fine I'm sure. My old Hunter 19 was absolutely fine with 2.5hp but was very slippery so drove really easily.
