Under a new scheme launched by Minister Gove a new scheme of Highly Protected Marine Areas is being proposed.

This looks a revival of the 'Reference areas' originally proposed as part of the MCZ project. The key phrases in the new proposals talk of removing all damaging human influence in these new areas. Clearly such threats as anchoring and fishing in any form will be included, but Natural England is busy trying to demonstrate that the mere presence of boats is a damaging influence because of their noise, size and speed through the water. There's a parallel with not approaching wildlife on land to avoid disturbing it.
