How was my out haul setup

I have a yacht that I bought as a project and am in middle of rigging. I have been replacing the lines through the boom for reefing/ out haul only to find this block setup in the middle of the boom presumably setup for the out haul somehow. No other lines connected to it and rope was cut at each end. Any thoughts as to how it was setup. The yacht is a Oceanis 350
 
If this is the outhaul I would say that the left hand end goes through the outboard end of the boom to the clew. The right hand end would go through a block on the inboard end of the boom and back through the block shown before returning to the inboard end of the boom and out via the locking clam cleat. Hope that makes sense. It gives you purchase on the outhaul.
