How to get Thames Safety Certificate?

If putting a boat in at penton and moving to shepperton I'd just do the lock(s) out of hours and sort the rest later. Depends on destination I suppose if its going into a marina they may require a Thames license ?

I went from Bell Weir to Cookham out of hours a few weeks ago and shared locks with quite a few crusty looking nameless and unlicensed boats. They all come out at night and start moving around when there's no one to challenge them. Like cockroaches
