Good idea, though I just make a mark every 6" right round the hull so running the tape dead level is dead easy. I have, and still use, a water level in other situations though.

After setting the waterline I overlapped the topsides paint with 1.5 inches of black antifoul. This was to prevent water creep up behind the boat enamel and give a small amount of boot topping.

Looks like I got the waterline spot on.
