How to cut neat holes in ply?

Thanks to everybody for all the suggestions.

Unfortunately, I don't have a router, have never used one before, and doubt there would be space to get it near enough to the wood.

I use a thing like this KWB Drill Stand/Guide 778400 (for Drills and Cordless Drill, 43 mm Euro Collar): Amazon.co.uk: DIY & Tools mounted on a piece of plywood to ensure square cutting with a holesaw.

Ha! I bought something like that a few years back. It's sitting unused in the shed because neither of my two drills, nor my neighbour's drill, has the (supposedly) 'standard' drill body shape/diameter. Even if they did, I doubt the stand would fit in the available space (I think it's a bit bigger and heavier than the version you linked to).

I will hunt later for a fine-toothed hole cutter, but I'm beginning to think I may have to have these switches mounted on a plastic panel. (At least then I could get the holes made by someone with the right skills, tools and knowledge.)

Buy a forstner bit of the right size, use it to drill a hole in a small piece of wood that you can then locate on your panel with double sided tape, this will allow you to get the bit perpendicular to the panel surface and ensure as clean a cut as you are going to get.
