How to clean petrol outboard tank filter?

I can partially withdraw the feed pipe but cannot get at the filter at the bottom of the pipe or totally withdraw the pipe on either 5 gallon tank tank. Any ideas how to access the filter?

It looks as though the fitting should unscrew and the whole thing C/W filter pull out

GrVic, as far as I can see the bottom of the tube is bigger than the hole it needs to go through. The only think I can think of is to detach the tube at the top having tied some line to it through the filler cap and pull the detached pipe out that way. Problem is with a full tank of fuel getting a bit of string back to the filler is messy and potentially dangerous. Case for a coat hanger I think!
