How much smoke?

I'm trying to get to the bottom of a small problem with a VP2001 9hp. It doesn't seem to be able to rev to max rpm when in gear but i also dont seem to be getting any smoke. Out of gear we can reach about 3400 rpm in gear its pushing it to get much over 2600.

Checked 'Air filter' - its just a mesh thing
New fuel filter
Throttle reaches stops on engine
Engine alternate was charging at about 10amps ish at time of test
Warm engine
No headwind/tide
Starts well/runs well
Unknown prop pitch, Volvo two blade folder.

Is it just an age thing? Is this engine to small for a Jag25? How much smoke should/would i see?

Not really causing a problem but would like it right

Sailorman - Yes she has.

PVB - Posters on other threads have always said about excessive smoke - With a small engine i guess this isn't as noticeable? I'm not going to get clouds of it am i?
 
( May not apply). On Yanmars and others a part-coked exhaust elbow will reduce the power available significantly, also prompt starting isnt..
But in this case a fouled boat bottom and prop would be a simple place to start before removing an exhaust elbow for inspection and prodding..
 
I have the same set-up on a Leisure 23sl which is approx 2 tons. It will push against local river tides if needs be so I guess you should be OK with your vessel. I never see any smoke after a few minutes warm-up and the little I get is probably due to excess bug treatment.
Getting to the point: I bought this boat from a marina and it hadnt been out of the water for at least 12 months, got back to my mooring using tides, after a few weeks the darn thing wouldnt get above 2 or 3 knots of max power. Beached it to slap on abit of antifouling, the prop was THICK with barnacles, prob about half an inch thick, which was quite a sight. Prop prob solved.
I dont have a rev counter so cannot comment on that aspect. But I suggest you check your bottom asap
 
Many thanks to all for your input so far. Just to confirm my boat is on a fresh water lake. We don't get the same levels of growth, but agree it is a factor.

Every thing you say leads to the prop being too big. The 2001 is marginal on this size boat and you need to get it to review to the maximum. You say it has always been the same which rules out fouling or loss of engine power. Check the size of the prop when you get it out next. You can get an idea of ideal prop size by putting your boats data into Propcalc on www.castlemarine.co.uk A reduction of 1" pitch will put revs up by about 250 rpm. You can buy new blades to achieve the correct pitch.
 
Branflake, everyone has assumed you are overpropped but another very common cause is fuel starvation. Either a clogged filter, air in the system or water in the fuel can cause exactly these symptoms and in this case there will be no smoke. If the engine overloaded I would expect it to smoke a bit and although this is not necessarily always the case it is a possible indication that your problem may be on the fuel delivery side. Worth checking....
