and if was 11.7 nautical miles west of its charted position it would be on the beach somewhere near Lymington

Assuming they obviously mean metres, it is still quite interesting that the issue an NTM for such as small distance. I was at a presentation last year by an ABP chap, who said they monitor the main buoys to ensure they are within a 10m radius of their defined lat/long.

In US and some other strange places the Port hand lateral = Green (IALA B)
