How do I tell? Racer from a Cruiser?

Ensign for a cruiser, class flag for a racer.
But unless one is racing onself, there is little need to know.
 
I don't see that it matters apart from the truth in post 6.

If there is only one race and one class do they still wear a class flag? Appreciating that if you are being overwhemed by a number of identical yachts you might guess they are racing.

A racer has a shouty, screamy old bloke at helm.
A cruiser has the same, but the old bloke is wearing the latest fashionable sailing garb, which he'll still be wearing when he goes to the pub that evening, all in the interests of proving he's a hot-shot racing snake.

Depends how seriously they are taking the racing and how many boats are racing, there could be several start times.

We dont race much so just take the Ensign down and to confuse other yachts, I dont do the shouty bit :p
