When we were there last year, many of the finger pontoons became available from time to time. It might be worth trying to book one in advance. If Cherbourg is anything to go by, the French are keen to have our custom and will be very welcoming.
 
Yes, and it is cheaper and less crowded into the old, big basin, not in the town hbr which is looked on by the multitudes, eating at the restaurants.Speak to the harbour master to open the bridge/s. I left mine near the motorhome park for a month, at minimum cost, and was safe.
 
We stopped there for a couple of nights a couple of weeks ago when we were entering the inland waterways.

The previous "waiting wall" that is mentioned in my almanac now has a floating pontoon with water and electric. This is in the main basin on the right once you go through the lock. You would definitely be able to leave your boat there for a week, although you'll have to pay for it! We paid €25/night for our 10.5m.

Beware that description: the vieux bassin (old basin) is the town harbour looked on by the multitudes. But you're right, there's another, the basin de l'est or basin Carnot, a little further from the action and cheaper.
