Honda BF2.3D torque settings

Dear All,
My very keen son of 14 took our Honda outbaord apart after I purchased a new murcury 3.5 version.He thought it was now surplus to requirenments!
We have all the pieces neatly arranged and have been slowly putting them back together however we are stuck on the conrod coupling to the crankshaft,
there are no bearings.
If i tighten the two bolts till i think they are good we cant move anything,too lose and i feel its all going to fall apart.
Tried on the net but cant find torque setting for those two bolts,anyone know? also should they be treated with loctite when done up?

I would hazard a guess there is a torque figure, but if you cannot turn it once tightened (regardless of torque used) then you have an issue with the rod itself.
Is the rod the cracked type, ie will the cap only fit on one way, if cracked type and you have tightened cap whilst fitted wrong way, it is now scrap.

I didnt overtighten it originally so have taken off and looked for marks,it looked ok to the eye.
There is a line cut on the underside of one bolt hole.....i had it wrong way round!
Changed over and retightened.....perfect.

Alls back together with th BF2.3 but struggling to get it started.
ive had the coil checked,its good.
Cleaned carb with airline ,didnt make a diffenece, so now having it ultrasound cleaned?

Does anyone know what the valve clearances should be? i was told 0.08 - 0.16 mm for both but he might have been guessing.
