haven't used the boat for a while, when I came to power down the outboard iit remains in the "up" position, I can hear the tilt motor, running but does not appear to move in either direction, fluid level is good, and does not seem to be siezed on the pivot bar, unable to release the manual screw (corrosion) so I cant prove this, anyone come up with anything similar? guessing some internal valve is stuck, so if I could free the power/manual release screw is it likely that the ram would then drive back up? any help would be much appreciated.

If you hear the motor then thats ok
It could be the pump itself but doubtfull.
There is a solenoid/relay for 'up and one for 'down'.
Unusual for the both to go at the same time!
9 times out of 10 it's a loose/ dirty connection.
I would check all the wires from the motor to the pump and solenoids, unclip and check for corrosion or breaks.
Yes, if you release the 'manual screw' you will then be able to see check if the ram is moving ok.
Plus you may have an air lock and bleeding some fliud from the screw hole will help if so.
Also make sure your battery has a good charge

Thanks for that, as far as I can see there is only 2 wires going to power tilt motor, so I surmised that honda reversed direction of motor to drive up or down, I notice you mention battery charge, I assumed because the motor ran then ram should move, will try again with the battery recharged.
