Honda 2.3 kill switch not working

My Honda 2.3 outboard will no longer stop when I push the kill switch or remove the dead man's lanyard. I removed it and testing with a VOM, it shows high resistance when pulled and low when pushed as I think it should. This is a pretty simple circuit so I have no clue how it can not work. I can stop the motor using the choke, but I would like to fix the problem. Any ideas?
 
If it's reading any resistance, rather than fully short, 0.00Ωs, that might be the problem? As in post #2 though, I'd go for the poor connection.

It turns out to be the switch. I got a new one and it works even though the old one tests correctly for continuity off the motor. Strange. THanks for the help!
