Holley 4 barrel marine carb missing idle mixture screws!?!?

Hi,

Just sorting out an idle issue on a new engine and carb today and wanted to check the idle mixtures.. Started by trying to locate the screws, looking online I found the details but looking at the carb itself they are either factory set or missing (or something else)..

The carb has two float chambers.. On the back side (stern) there are two recesses but no screws.. On the forward side there are just "blanks" (not sure if that's the casting or a cap)..

Can some one have a look at the photos and let me know what you think?

I thought of that too but the side with what looks like "caps" appears to have them almost "riveted" in.. So if its a tamper proof cap its REALLY tamper proof.. Would make servicing the carb impossible..
