Hidden nuts

Yesterday I decide to take out my loo and throw it away.

But what I found was the 4 large bolts that held it to the floor had nuts underneath. There was a small access flap that meant I could get a spanner to two of them but the other two no way. I had to cut the bolts out.

So the first question is how the hell did Fairline get nuts underneath a mounded floor that does not come out?

But now what do I replace them with? I need a way to use a bolt only to hold the new loo down?

Any ideas please folks?

Loo was assembled to that part of the floor before it was added to the boat? Nasty trick!
What to do?
Can you fill the area where the nuts were with epoxy? If so do that, drill and tap.
 
The loo sits on a plate about two feet by one. There is a small access hole to the far left that I can get my hand in but not my arm so cannot get to the far nuts which are about a foot away.

The plate is about an inch high off the shower floor meaning if I could cut a hole I still would not be able to reach the rear nut.

It's just a stupid 1990s design that I'm stuck with.
 
All from the top of the bolt hole:
Squirt expanding foam in, wait till it sets or whatever expanding foam does.
Use a drill and stick to enlarge the hole under the plate.
Fill new hole with 'poxy.
Drill and tap a threaded hole.
 
A metal plate with the nuts glued/welded to it. If there isn't room to get a plate into the space then maybe two metal strips with the nuts attached. All depends on how much space you have to play with.
 
I had this problem on my Princess but unfortunately there was no access hole under the heads! I chose not not to cut an access hole because I reckoned (a) I wouldn't be able to properly reach all nuts with a spanner, and (b) the access hole plastic cover things look a bit naff, imho. Instead I opted to use "captive threaded inserts", it just meant drilling out the holes in the f/glass a little to screw them in from the top. Worked fine and no probs with loosening under boat motion.
