I'm guessing you mean this one HHO DRY CELL HHO KIT PURE HYDROGEN TITANIUM CELL FOR TRUCKS 12VOLT 19 PLATES | eBay but there are plenty of similar ones on eBay.
The genuine use for these things is to power a hydrogen-oxygen torch, which is used in some specialist applications, like scientific glass blowing, where any unburned carbon from a hydrocarbon torch would be a problem.
However they are also promoted by snake oil salesmen who claim that by feeding a hydrogen-oxygen mix into an internal combustion engine you can improve fuel economy. It's complete bollocks and involves breaking both the first and second laws of thermodynamics. You can often spot the con artists by their references to "HHO" - they claim that some magic woo or other results in a mixture of atomic hydrogen and oxygen instead of the diatomic molecules. That adds breach of some fundamental laws of chemistry to the charge list.
Much of this comes from the work of Stanley Meyer (Stanley Meyer's water fuel cell - Wikipedia), an alleged inventor and actual con-man who was convicted of "gross and egregious fraud" for selling similar devices. He added a new twist: the claim that by exciting water at the resonent frequeny of the O-H bonds (which he didn't) the energy required to dissociate the molecules was reduced (which it isn't). There are about three more violations of physical laws there too. You'll probably find that the power supplies for the devices on sale on eBay claim to do something similar.
tl;dr: Complete con jobs. Steer clear, unless you're a glass blower
