Well, the government documents leaked this morning, as reported by the BBC, show:

British Waterways - Abolish as an NDPB and mutualise (civil society model)
Inland Waterways Advisory Council - Abolish
Broads Authority - retain (technical)
Environment Agency - still to be decided
Marine Management Organisation - retain (impartial)

Don't ask me what it means ! Just reporting what it says !
 
Interesting that BW would be out, EnVag uncertain buyt BA retain. Methinks some partisanship there, decision maker bitten by a narrowboat when young perhaps?

Merging the navigation functions of each of the three has some rationale, but FFS avoid a Railtrack/Network Rail foulup. If they are responsible for navigation then they need full control of, AND RESPONSIBILITY FOR, all the associated infrastructure.

Then perhaps a remit along the lines of "sustain, maintain and promote the navigability of your asset"?

Well, there certainly needs to be some cuts and I suppose us more affluent (some as in my case, head about 1ft out of the water) just rolling along have to take some sort of hit. The country is almost bankrupt.

We need to address the problem of the "sick" "lame" and lazy too. Also reduce the amount of foreign labour who do the more menial tasks. The government should support honest working people who want to work but find it impossible to pay the bills. Why cannot the wages be topped up to a reasonable level for honest low paid workers? It would save a fortune in dole money.

My sister's niece desperately wants a job but cannot find anybody to give her the hours to pay her bills. Unfortunately she lives in a district that has a dearth of reasonably paid jobs so she has to draw dole money the poor kid. Just top up the money for people who want to work would save a fortune (provided that they were born in this country).
