Heavy steering

My Princess 360 at manovering speed has fairlly light steering ,but under way at cruising speed the steering is extremely heavy to turn, I dont have power steering but I do have a pressurised tank full of air at the back. This does have a gauge on it and a small pump to retain the recommended pressure. This is slightly down on recommended figures according to the surveyed I had done , but neither the suryeyor or princess say this has anything to do with the weighting of the steering.
If this normal for this size/ type of boat or is there something amiss?

Sounds similar-ish to us (Sealine F37). Don't forget, you're used to outdrives, and now you have a pair of rudders. It takes sod all to move them at marina speed, but the resistance will increase as the speed goes up. The rudders are balanced, so that you're not taking all the pressure. Even so, winding full lock on at speed, you would expect to feel some resistance. For us, the first half of the available movement remains light, but beyond that, it gets heavy at speed.
