While I mostly agree with LittleSister about this being really intended to patch up existing legislation which had been broken by a judge making an interpretation which all those with practical knowledge thought 'surprising', it's not 100% sure that the best way to fix courts being capricious is to make more things subject to those very same courts.

Precisely my concern. Makes good sense to confirm that PWCs and other fast power craft are brought under proper scrutiny, but does rowing an inflatable tender need the same rules?
Only time will tell, but I fear that we may regret opening this can of worms
